We'll start with a moment of reflection, followed by the Pledge of Allegiance to the flag.

0:18

Please stand for the pledge.

0:22

Pledge allegiance to the flag of the United States of America and to the Republic for which it stands.

0:29

One nation under God, indivisible with liberty and justice for all.

0:50

Corrections.

0:52

Being none, they stand approved.

0:54

And that brings us to communications petitions and awards, where we have a presentation of Auditor of State Award of Distinction, Mr.

1:02

Joe Braden, on behalf of Auditor of State Keith Faber.

1:08

Well, thank you, Mayor.

1:10

It's my honor to be here tonight, as you pointed out, on behalf of Auditor State Keith Faber to present the City of Vandalia, the Auditor of State Award with Distinction.

1:20

This award puts the City of Vandalia in a very select group.

1:24

The Auditor State's office audits approximately 6,000 entities, and less than 4% are even eligible for this award.

1:34

The Auditor State Award with Distinction is presented to local governments and school districts upon the completion of a financial audit which meet the following criteria of a clean audit report.

1:44

I'm going to read through this criteria, Mayor, so everybody knows what it took to make this happen.

1:50

So please do.

1:52

The entity must file the financial reports with the auditor state's office by the statutory due date without extension on a gap accounting base basis and prepare an annual comprehensive financial report.

2:07

Must not contain any findings for recovery, no material citations or material weaknesses, no significant deficiencies, any uniform guidance findings, or any question costs.

2:21

The entity's management letter contains no comments related to any ethics referrals, question costs less than a threshold per uniform guidance, any lack of timely annual financial report submission, any bank reconciliation issues, a failure to obtain a timely single audit, any findings for recovery less than $500, no public meetings or any public records issues, and the entity shall have no other financial or any other type concerns.

2:58

I want to, if I may, mayor, tell a quick little story right here.

3:01

So back when I got this in November, I got this award from uh from Columbus.

3:07

I came by to drop it off to um Bridget.

3:11

And yeah, I know it's a few months later, it takes a few months to get our schedules all lined up to be able to present this.

3:17

But when I stopped by that day, Bridget was having a so-so day.

3:21

So when I saw Bridget, um I not only had the award for the city, but also had the award for Tri-Cities, North Regional Wastewater, and Northern Area Water Authority.

3:37

And all three of them, as you guys know, are um done by your City of Vandalia Financial staff.

3:45

Not only did you guys get one award, you got three awards, which was awesome.

3:50

And I was it was so exciting, and that made Bridgets a day, and that's always that's always fun to do.

3:56

This is the fun part of our office where we get to come out and present the awards.

4:00

I've already presented the other entities at their respectable board meetings, but Bridget, if you'd like to step on up here for a second.

4:08

This award represents the hard work of all your city employees and the financial staff that make an effort each day to attain accounting excellence.

4:19

I want to recognize the council members, I want to recognize you, Mayor, the city manager, everybody's done an outstanding job here, watching over every dollar here in the city of Vandalia.

4:30

But specifically, I want to recognize Bridget Leider for her finance director, for her leadership, her professionalism, and her exceptional commitment to fiscal integrity.

4:44

Congratulations, Bridget.

4:49

Yeah, sure can.

4:51

On behalf of Ohio Auditor State Keith Faber, I would like to present the Ohio Auditor State of Award with distinction.

4:58

There you go.

5:00

I think he wants a picture, right here.

5:11

Congratulations.

5:13

All right, thank you.

5:16

I know we're all on council, very proud of Miss Lyder and her staff and the hard work that they put in year after year.

5:22

It's much appreciated.

5:24

Again.

5:24

Thank you.

5:25

Congratulations.

5:26

All right.

5:27

Mayor.

5:28

Yeah.

5:28

And I think if Ms.

5:29

Slider could correct, is this the 31st?

5:33

3rd.

5:34

33rd consecutive award.

5:37

So I think that's even more impressive.

5:39

Congratulations.

5:42

All right.

5:42

Thank you.

5:44

All right.

5:45

Next, we have the introduction out of office.

5:48

Mr.

5:49

Wendt.

  • City Manager’s Report:
    • Provided an update on the Priority Development Advisory Committee (PDAC) recommendations. Two projects involving Vandalia were recommended: Robinette Park Inclusive Playground/Splash Pad and restroom (with $400,000 slated in the Capital Budget Bill by Representative Plummer, pending approval), and Tri-Cities capital projects (plant improvements and collection system improvements) requesting $15 million for federal/state consideration as a regional priority.
  • Resolutions:
    • 24-R-10: A resolution awarding the bid for removal and replacement of certain curbs and sidewalks to Coate Construction LLC at the lowest and best bid price of $277,592. Seven contractors submitted bids ranging from $277,592 to $538,539. Ten bid sets were issued.
    • 24-R-11: A resolution authorizing the City Manager to submit a land use permit to the Miami Conservancy District for the installation, use, and maintenance of a 10-foot-wide multi-use trail (the Mot-Vandalia Bikeway Connector). The project is nearing final stages before ODOT sale in May 2024. The permit requires a $150 fee and commercial liability insurance naming the district as additional insured.
  • Council Comments: Councilmembers thanked staff and recognized achievements:
    • Councilmember Lewis congratulated Bridgette Leiter and the finance department, and apologized for missing the employee service awards.
    • Councilmember Follett recognized Officer Holly Estep (Officer of the Year) and civilian Shannon Green (Civilian Employee of the Year) from the Division of Police.
