Summary of Proceedings

Vandalia City Council Meeting – May 6, 2024

This regular meeting included proclamations for Bike Month and National Police Week, introductions of new staff and promotions, a reconsideration motion regarding a denied conditional use for a hotel, approval of four resolutions, a second reading of a sign code amendment, denial of a variance request, and public comments on a hotel property and a fence/lighting issue.

Consent Calendar

  • Minutes Approved: Council Study Session and Meeting Minutes of April 1 and April 15, 2024, Council Retreat Minutes of April 17, 2024, were approved without comment.
  • Agenda Amendment: Resolution 24-R-34 was added to the agenda via motion (5-0-1, Mayor abstaining).

Public Comments & Testimony

  • Jerry Smith (Senior Vice President, Apex Commercial Group, representing Ministry Partners and adjacent industrial properties): Discussed the denial of a conditional use for a proposed Choice Hotels property at Weiss and Home Stretch. He argued the hotel would be corporate-owned, $10 million investment, targeting professionals and families, unlike the Super 8 and Knights Inn. He stated the sole objector (the Kirkers) raised concerns about crime and property values, but he contended the development would end transient issues. He requested a revote, stating his clients would not appeal. Council agreed to revisit at the next study session.
  • Ed Carmack (Resident, 567 North Tianda Drive): Complained about the Super 8 hotel removing a fence he maintained for 30 years, cutting down sound barrier trees, and installing 45 high-powered floodlights facing his property, making sleep difficult. Assistant City Manager Croner will follow up with property maintenance.

Discussion Items

  • Reconsideration of Conditional Use (Hotel at Weiss/Home Stretch): After public comment, Councilmember Lewis expressed openness to revisit. The Law Director cited Section 220.05 H for reconsideration. Councilmember Farst (who had voted for denial) made a motion to reconsider, which passed 4-2 (Farst and Avalotus Weaver voted no). Council then voted to postpone further discussion to the May 20 study session (6-0).
  • Variance Denial (4160 Little York Road): The Board of Zoning Appeals had recommended 5-0 approval for five driveway entrance/intersection signs (8 sq. ft. each) for Little York Medical Center. Councilmember Follick moved to deny, citing the removal of a median, larger signs, and that both driveways provide full parking lot circulation. The motion passed 5-1 (Lewis dissenting).

Key Outcomes

  • Resolution 24-R-31 (A to Z Asphalt, $148,774 for sports complex/recreation center asphalt maintenance): Approved 6-0.
  • Resolution 24-R-32 (Landscape Structures playground equipment for Robinette Park, up to $413,000 via state contract): Approved 6-0.
  • Resolution 24-R-33 (Forever Lawn of Ohio safety surface for Robinette Park, up to $187,000 via Sourcewell contract): Approved 6-0.
  • Resolution 24-R-34 (Standing Community Reinvestment Area compensation agreement with Vandalia Butler School District): Approved 5-0-1 (Mayor abstained).
  • Ordinance 24-08 (Second reading – sign code text amendment for Vandalia City Center Overlay): Approved 6-0.
  • BZA Variance Denied: The request for signage at 4160 Little York Road was denied 5-1.
  • New Staff Introduced: Paul Barnett (Building/Electrical Inspector), Jake Hayslett (Public Works Superintendent), Josh Woss (Public Works Technician Supervisor), and Fire Lieutenant Zach Holbrook (oath of office).
  • Upcoming Events: Community Garage Sale (May 16-19), Shred Day (May 17, 9am-noon, free to residents), Strategic Visioning Retreat (May 8, 5pm), and Mural Paint Day (May 17, 10am-1pm).
  • Council Comments: Congratulations to Chief Althouse for becoming Ohio Association of Chiefs of Police President; recognition of staff; reminder about Historical Society open houses.
  • Executive Session: Mentioned on agenda but not conducted during the open portion; meeting adjourned thereafter.
