  • Police Promotions: City Manager Althouse introduced and administered the oath of office to three officers promoted on July 28, 2025:
    • Captain Brian Krimm: A 19-year veteran, lifelong Vandalia resident, holds a Master of Science in Justice Administration.

Public Comments & Testimony

  • Laura Rhody (230 Deer Bale Court) spoke on behalf of the Anthony Tristle Memorial Foundation. She raised three issues:
    1. A scheduling conflict between the Foundation's Wednesday Summer Fest (5-8 PM, June–August at Seeger Park) and a Vandalia Market event on July 23, 2025. She asked the city to coordinate dates better in the future. Council clarified the Vandalia Market is a separate organization not affiliated with the city, only registered to use the park.
    2. Traffic safety on Skyview Drive: She noted heavy traffic, parked cars narrowing streets, and blind curves, proposing no parking on the north side and a traffic survey.
    3. Communication on construction projects: She requested a progress update section on the city website with start/end dates.
