Summary of Proceedings

Vandalia City Council Meeting – September 2, 2025

The City Council of Vandalia, Ohio, met on September 2, 2025, at 7:00 PM. The meeting included approval of minutes, introductions of new parks and recreation leaders, public comments regarding a proposed development, passage of five resolutions and five ordinances (all on second reading), an emergency ordinance, a conditional use approval, and a motion to enter executive session. All votes were unanimous (6-0) unless noted.

Consent Calendar

  • Approval of Minutes: The Council approved the study session and meeting minutes of July 21, 2025, and August 18, 2025, without comment or correction.

Introductions

  • Parks and Recreation Director: Mr. Althouse introduced Alicia McCracken, promoted on July 27, 2025. She is a Vandalia native and has worked for the city since 1997.
  • Recreation Superintendent: Mr. Althouse introduced Aaron Messenger, promoted on August 11, 2025. He has worked for the city for eight years and recently completed a master’s degree in public administration.

Public Comments & Testimony

  • Thomas Shirack (1182 Graystone Circle) asked what had changed since 2022 regarding the proposed townhomes (Redwood Vandalia development). He expressed preference for single-family homes due to traffic, safety for children, and noise from I-70.
  • James Test (1228 Graystone Circle) opposed the condos, stating they would not match surrounding neighborhoods and would hurt property values. He described the density as “sardines packed in a small 11-acre spot” and supported single-family homes.
  • Sherry Swartz (Greystone Circle) expressed concern about increased traffic endangering children playing in the street.
  • Ed Kelly (1272 Bramley Court) asked what the city could do about potential property value decline and traffic to the rec center.
  • David Williams (1101 Graystone Circle) questioned the projected number of new children added to the school district, citing existing issues like trailers at Smith Elementary and busing problems.

Discussion Items

  • Resolution 25-R-37 (Towing Services): Police department recommended awarding a two-year towing and impound contract to Sandy’s Towing, which submitted the lower bid for most services and met the five-mile storage requirement. Sandy’s rates: passenger vehicle towing $145, flatbed $145, dead runs $60, storage $30/day. Heavy towing rates were lower for the other bidder, but such tows are rare. The contract includes no charge for police vehicles. A question was asked about additional surcharges and debris cleanup; staff confirmed flat rates include surcharges and cleanup issues have been resolved.
  • Resolution 25-R-38 (OPWC Grant Application): City Manager authorized to apply for $500,000 in Ohio Public Works Commission funding (50% grant, 50% zero-interest loan) for the Pool and Randler North Avenue Water Main Replacement Project, estimated at $1,685,000.
  • Resolution 25-R-39 (Personnel Policies Manual): Approved updates to the city’s 2025 personnel policies manual to ensure compliance with laws and best practices.
  • Resolution 25-R-40 (Splash Pad Bid): Initially read as awarding to Outdoor Enterprises, but corrected to Double Jay Construction of Englewood, OH, at the low bid of $1,479,880 for the Robinette Park splash pad, shelter, and parking. Funding includes a $400,000 federal grant and city capital funds.
  • Resolution 25-R-41 (Emergency Operations Plan): Approved with an amendment correcting the whereas clause to state the plan was presented on September 2, 2025, not August 18. The plan updates the city’s emergency operations procedures.
  • Ordinance 25-17 (Sewers Generally – Second Reading): Repealed and replaced Chapter 1044 to align with state and federal pretreatment standards, similar to updates in Tipp City and Huber Heights.
  • Ordinance 25-18 (Redwood Vandalia PUD Amendment – Second Reading): Approved a major amendment to allow 59 multifamily residential units as Phase 3 on 27.59 acres at Webster Street and Park Center Drive. Public hearing held with no additional comments.
  • Ordinance 25-19 (600 Corporate Center Drive PUD – Second Reading): Approved rezoning 14.494 acres from Office District to Residential Planned Unit Development for a DR Horton project, with a condition requiring a 12-yard setback added at first reading.
  • Ordinance 25-20 (3675 Wyse Road Rezoning – Second Reading): Approved rezoning 5.219 acres from Office/Industrial Park to Highway Business and Industrial districts for a proposed development. A councilmember noted this was the third or fourth proposal for this vacant property and expressed support.
  • Ordinance 25-21 (Emergency Appropriations): Approved supplemental appropriations totaling $1,331,415 across multiple funds: general fund for court postage ($15,000), police vehicle repairs ($5,000), police support services ($6,415), golf course irrigation rock removal ($180,000 contingency), and water fund reclassification for OPWC project ($1,125,000). Declared an emergency.
  • Conditional Use PC 25-0010 (3675 Wyse Road Truck Facility): Approved with four conditions: (1) effective upon rezoning, (2) parcel consolidation before building permits, (3) roadway improvements per Public Service Director, (4) no overnight stays or sleeping in trucks. The Planning Commission had recommended approval 3-0.

  • Ordinances passed on second reading: 25-17 (sewers), 25-18 (Redwood PUD), 25-19 (DR Horton PUD), 25-20 (Wyse Road rezoning).
