0:18

Please stand for the pledge.

0:22

I pledge allegiance to the flag of the United States of America and to the Republic.

0:28

For which it stands.

0:30

One nation under God with liberty and justice for all.

0:42

All right, Council, you had an opportunity to review the council study session meeting meeting minutes along with the council meeting minutes of September 2nd.

0:50

Are there any comments or corrections?

0:53

Being none, they stand approved.

0:55

We have no communication petitions or awards, nor do we have a public hearing.

0:59

And that brings us to comments from interested citizens.

1:01

So if anyone would like to make a comment, please come to the podium, clearly state your name and address for the record and your comment.

1:08

We further ask that those who speak follow the etiquette of communicating with respect to others.

1:23

And in an effort to give all citizens an opportunity to express their thoughts and concerns, we ask that you keep your comments as brief as possible and limit them to five minutes.

1:38

So just bring new information that you want us to have.

1:42

So with that said, if anyone would like to make a comment, please come to the podium.

1:51

Good evening.

1:52

Mark Fernelius, 1232, Bramley Court.

1:55

Thank you, Council members, as well as the other members of the City of Vandalia team for your hard work and dedication to the City of Vandalia.

2:02

Vendelia is a certainly a wonderful place to live.

2:04

One example is the recently updated parks, which I think are a wonderful addition to the community.

2:20

Stepping back and taking a high-level look at the proposed development.

2:24

It's just in a really awkward location for development.

2:27

And this the development is certainly being forced into a location where there really should not uh be a development.

2:33

Many residents have have voiced their opposition to this development.

2:37

My main concern is the increased traffic that it will bring uh along Mulberry Road and the lack of the necessary infrastructure here.

2:45

Three years ago, this this same development plan was presented to the city council.

2:50

Traffic and safety along Mulberry Road was one of the main concerns that that that was one of the main concerns at that time, and one of the reasons that the plan was rejected at that time.

3:01

Nothing has changed along Mulberry Road, and with Mulberry Road being a very narrow and winding winding road, there is not the infrastructure there to support this development.

3:12

Additionally, straightening and widening this road will be a significant cost to the city going forward.

3:18

So in summary, ordinance 25-22 should be rejected due to the insufficient infrastructure to support the development.

3:34

Thank you very much.

3:34

Thanks, Mark.

3:44

I'm at uh 1228 Greystone Circle.

3:47

And about 10 days ago, I emailed each and every one of you, council people, about my concerns about this.

3:56

And I'm telling you uh without repeating what the gentleman just re uh stated to you.

4:02

Traffic, traffic, traffic, and safety, safety, safety.

4:06

It isn't that I dislike the architecture of the uh condos.

4:11

I'm not crazy about them, but it's safety safety in the traffic.

4:16

And if you go down, if any of you ever traveled to Mulberry, you've got to have traveled all the way toward Dixie.

4:24

And there's an S turn down there that is dangerous.

4:28

If you doubt my word, please go down and drive that Mulberry down to that S curve.

4:34

That curve goes, and it sits up about 300, 400 feet off of Dixie.

4:43

The other thing is with the traffic of that uh condo complex, it generates you got 87 condos.

4:55

You know there's gonna be two people to drive from each condo.

5:00

That's almost 174 new vehicles, not counting if they got kids and driving and they're driving.

5:06

Think about FedEx delivering packages, uh, UPS, food, uh, somebody delivering pizzas, and a shortcut, a shortcut to get to that place is right through my god darn street of Greystone Circle.

5:22

Because they're not going to go all the way down there to uh Mulberry off of Dixie.

5:27

They're going to come right up to uh Stone Quarry and cut right on through to uh their destination down there on Mulberry.

5:36

Any right, and there's none of you who would want this complex built in your neighborhood.

5:43

I know that.

5:45

Last time this thing was defeated, it was four to three vote.

5:50

I can almost feel comfortable saying there's about three of you that are going to vote against it.

5:56

And there's four of you that may be leaning toward uh voting for it.

6:03

I'm looking one one of you four, I'm hoping will swing your vote to turn down this project.

6:12

I want to thank you very much for your time.

6:15

Thank you.

6:24

Hey, Ted Grady, 1214 Greystone Circle.

Vandalia City Council Meeting – October 6, 2025

The Vandalia City Council held its regular meeting on Monday, October 6, 2025, at 7:00 PM. The meeting covered routine approvals, public comments, several resolutions, and two second‑reading ordinances, including a controversial planned unit development (PUD) on Mulberry Road that was ultimately denied on a 2‑4 vote.

Consent Calendar (Unanimous Approvals)

  • Approval of Minutes: The Council Study Session minutes and Council Meeting minutes of September 2, 2025, were approved without changes.
  • Boards & Commissions Appointments: Laura Rohde was appointed to the Vandalia Arts Council (vote 6‑0). Marcus O’Brien was appointed to the Vandalia Planning Commission (vote 6‑0).
  • Resolution 25‑R‑42: Authorized the City Manager to enter into a debt collection agreement with the Ohio Attorney General’s Office for delinquent tax debt (vote 6‑0).
  • Resolution 25‑R‑43: Approved a financial contribution to the Vandalia Development Corporation for economic development incentives (vote 6‑0).
  • Ordinance 25‑24 (First Reading): Amended the City of Vandalia Parks and Recreation Fee Schedule (vote 6‑0).
  • Ordinance 25‑23 (Second Reading): Approved a PUD major amendment and revised final development plan for a new Lincoln dealership at 55 Foley Drive (vote 6‑0).

Public Comments & Testimony

  • Ordinance 25‑22 (Mulberry Road PUD): Several residents spoke in opposition. Concerns included traffic safety on narrow, winding Mulberry Road; inadequate infrastructure; single access point; increased traffic cutting through nearby neighborhoods (Greystone Circle, Copperfield); smaller lot sizes (1/10 acre vs. existing homes) reducing property values; parking issues from one‑car garages; and impacts on children’s safety and school overcrowding. Resident Mark Fernelius urged rejection due to insufficient infrastructure. Another resident noted that a similar plan was defeated 4‑3 three years ago. Thomas Witt described the road as “rural” and stated that adding 97 homes would “ruin it.” Ted Grady cited a national average of 1.8 cars per household and argued for sensible lot sizes. Sarah Becker shared a negative experience from Colorado with similar lower‑income housing next to larger homes. Don Hutchison questioned why the plan keeps returning and called the traffic study unreliable. Steve Ash noted that the traffic analysis did not study impacts on the Copperfield neighborhood.
  • Attorney Robert Ballinger (for the developer) argued the PUD is consistent with the 2020 comprehensive plan (medium‑density residential, townhomes intended), serves a need for workforce housing, and that a traffic engineer’s report shows no congestion issues. He also stated single‑family homes are not economically feasible on the 11.36‑acre parcel.
  • Bike Path Sign Issue: Resident Don Hutchison requested relocation of a “Bicycles May Use Full Lane” sign on North Brown School Road that was placed in front of a 95‑year‑old resident’s property without notification. City staff noted the sign is in the right‑of‑way and options would be reviewed.

Discussion Items

  • Ordinance 25‑22 – Mulberry Road PUD: Council debated the 13 review criteria for PUD approval. Councilmember Dugan expressed concerns about single access, inadequate road capacity, noise from the interstate, privacy, lack of play areas for children, and parking. Councilmember First concurred that the layout and building design are detrimental to the surrounding single‑family neighborhood and that increased traffic is a concern. Vice Mayor Blakesley emphasized following procedures and relying on the planning commission’s fact‑based evaluation. Councilmember Lewis supported the motion to deny. After a procedural motion to approve failed 2‑4, the ordinance was effectively denied (Yeas: Lewis, Mayor Hurt; Nays: First, Avalotis Weaver, Dugan, Blakesley).
  • City Manager’s Report (Information): Leaf collection began October 6 through December; free large debris drop‑off on October 11 from 8 AM–2 PM at the Public Works Garage; Vandalia Fall Festival on October 11 from 12–6 PM at the Sports Complex; 2026 Budget Workshops on October 14 (4–7 PM) and October 20 (4–6 PM, with a break for study session and council meeting).
  • Council Comments: Councilmembers thanked residents for their input. Mayor proposed establishing a charter review committee to revisit the city charter, last updated in 2014‑2015; council agreed.

Key Outcomes

  • Ordinance 25‑22 Denied: The motion to approve the PUD for 87 townhomes at 3330 Mulberry Road failed 2‑4, meaning the ordinance was not adopted. The property remains zoned agricultural.
  • All Other Agenda Items Approved Unanimously as listed under Consent Calendar.
  • Charter Review Committee: Council indicated support for forming a committee to review the city charter.
  • Executive Session: The agenda listed an executive session for real property sale, but it was not held during the open meeting; the meeting adjourned after council comments.
