0:14

Please stand for the pledge.

0:18

I pledge allegiance to the flag of the United States of America to the Republic for which it stands.

0:26

One nation under God and indivisible with liberty and justice for all.

0:46

Being none they stand approved, and that brings us to communications petitions and awards where we have an introduction this evening of Miss Kayla Sensenball, the recreational facilities manager.

0:55

I'll turn it over to uh Chief Althouse.

0:58

Mr.

0:58

Aldouse.

0:59

There you go.

1:00

Thank you, Your Honor.

1:01

Uh Kayla, if you don't mind standing, I'm going to introduce you to our audience and our council this evening.

1:06

So this is Kayla Sensenball.

1:08

She joined Vandalia team here on October 20th, and she brings a wealth of experience from working with several parks and recreational organizations in both Dayton, Ohio, and the Wichita, Kansas area.

1:21

She earned her master's degree in recreation and tourism management from Clemson University and her bachelor's and organizational leadership from Wright State University.

1:30

She's excited to serve the Van Dave community.

1:32

Her goal is to continue to provide excellent recreational experiences to the community and go above and beyond to serve everyone who walks through the doors at the rec center.

1:41

When she's not working, Kayla enjoys spending time with her daughters, especially taking the parks and community events, and she enjoys and loves playing pickleball and cheering on the Kansas City Chiefs.

1:52

So her favorite football team.

1:54

So Kayla, welcome aboard.

1:58

I don't know if that's a positive thing or negative thing, but we're all by being here.

2:07

Thank you for being part of our team.

2:08

We're excited to get to know you and have you oversee our recreation center.

2:12

Thank you.

2:12

I'm excited to be here.

2:13

All right.

2:14

Thank you.

2:15

Thank you.

2:21

All right.

2:21

Next on the agenda, we had uh Trina Stewart with the mobile crisis uh counselor to make a presentation.

2:27

Um however, she's not gonna be able to be here this evening, so we'll have her at a future meeting.

2:31

Uh that brings us to um a public hearing, which we have done, and now we have comments from interested citizens.

2:38

You know, at this time we'd like to welcome any comments from any interested citizens if they'd like to make a comment as you come to the podium, please clearly state your name and address for the record.

2:46

We further ask at those who speak, please follow the etiquette of communicating with respect to others.

2:51

And as a courtesy, please try to stay on topic with your statements.

2:55

Um, and then a reminder this is not a uh forum for arguments or debates.

3:00

And in an effort uh to give all citizens an opportunity to express their thoughts and concerns, we ask that you keep your comments as brief as possible and limit them to five minutes.

3:08

If anyone would like to make a comment, please come to the podium.

3:19

Robert Shanahan, 7733 South Brown School Road.

3:24

I have a question.

3:25

Where can I find the exact wording of uh wording of Vendalia City Ordinance 25-02?

3:30

I'm asking because the city website contains ordinances through June 2015, and the American legal website hasn't been updated since October 2024.

3:39

Are there out there they're printed somewhere that we can find them?

3:42

We can we can certainly provide that through you to you.

3:44

So can we put it up on the screen?

3:46

Does somebody have it right now?

3:48

In particular, section four.

3:51

The reason I'll get the reason I ask.

3:52

I was at the second reading of this ordinance back on March 3rd when the final vote took place.

3:56

And I've also watched the video of that meeting too many times.

4:01

So I'm curious why what was voted on concerning the traffic impact study does not match what was recorded as section four of that particular ordinance.

4:09

The relevant section of the March 3rd, 2025 council meeting video as posted on the Vandalia City YouTube page where the final amendments to the proposed ordinance were finalized before vinyl votes were tallied.

4:22

At timestamp two hours, 28 minutes and zero seconds.

4:26

Councilman Follick states new amendments to the provokes ordinance that we voted on, including, and I quote, the completion of a traffic study prior and implementation of changes prior to the approval of the final development plan.

4:43

Immediately after that, that passed five to two.

4:47

But somehow, what ended up in section two four of that ordinance is prior to the approval, and I don't need to go on.

4:56

It was read earlier.

4:57

So did those two excerpts sound the same to anyone in this room?

5:01

Who is responsible for the final wording that ends up being published?

5:05

Is it the city's policy to amend proposed ordinances on the fly, vote for them, then record something entirely different?

Summary of Proceedings

Vandalia City Council Meeting – November 3, 2025

The City Council of Vandalia, Ohio met on Monday, November 3, 2025, at 7:00 PM. The meeting included introductions of new staff, public comments regarding an ordinance language discrepancy and a rezoning, approval of a resolution and two first‑reading ordinances, a second‑reading rezoning that failed by a 4‑3 vote, and approval of a variance for a fence.

Consent Calendar

  • Approval of Council Study Session Meeting Minutes and Council Meeting Minutes from September 15, 2025 – approved without objection.

Public Comments & Testimony

  • Robert Shanahan (7733 S. Brown School Rd.) questioned the wording of Ordinance 25‑02, asserting that the published Section 4 does not match the March 3, 2025 council vote. He cited a video timestamp (2:28:00) where Councilman Follick’s amendment included “the completion of a traffic study prior and implementation of changes prior to the approval of the final development plan,” while the published ordinance reads differently. He asked who is responsible for final wording and whether such discrepancies are common. Mayor and staff committed to reviewing the video and ordinance.
  • Jeff Hogland (817 Dearhurst Dr.) echoed the concern, asking if the final development plan vote in two weeks should be postponed if the condition required implementation of traffic improvements before approval. He also criticized the perceived rush and argued that the developer should be held responsible for infrastructure.
  • Leon Mabel (778 Foxfire Trail) called the traffic study for Brown School Road “flawed” because it was conducted after the school year ended and during summer. He opposed the second reading of Ordinance 25‑26 (rezoning of 770 Bolton Abbey Lane), urging council to deny it.
  • Tanya Brown (4428 Poplar Creek Rd.) asked what the remedy would be if ordinance language was incorrect and who writes the ordinances. The mayor explained that staff drafts proposed ordinances and the deputy clerk of council inputs them into Granicus. He stated the city has not knowingly experienced such issues but will advise council.

Discussion Items

  • Introductions:
    • Kayla Sensenbaugh was introduced as the new Recreation Facility Manager (started October 20, 2025). She holds a master’s in recreation and tourism from Clemson University and a bachelor’s from Wright State University.

Changes to the proposed budget included removal of $310,000 for art park solar pathway lighting, reduction of $1,000,000 in street resurfacing costs, and increase of $1,000,000 in police/fire street CIP fund. Adopted 7‑0.
  • Ordinance 25‑28 (First Reading): An ordinance providing for the issuance and sale of notes up to $18,000,000 for a public works complex, with interest not exceeding 6%, maturing December 1, 2026. Adopted 7‑0.
  • Ordinance 25‑26 (Second Reading): Rezoning 15.478 acres at 770 Bolton Abbey Lane from RSF‑2 to RSF‑4 and Agriculture. The applicant, Greg Berling (Campbell Burling Development), described a plan for 35 single‑family homes as Section 8 of Foxfire subdivision, with increased open space (26% of section), a park on the McGovern lot, and transferring a flag lot to adjacent residents. Public comment opposed the rezoning, citing inconsistency with the original RSF‑2 neighborhood, traffic concerns, and desire for larger homes. Council voted 3‑4 (Lewis, Follick, Herbs voting yes; Evelodis Weaver, Dugan, Farst, Blakesley voting no); motion failed and rezoning was denied.
  • Reports from Boards and Commissions:
    • Variance BZA 25‑0008: Request for a 6‑foot fence in Zone A at 775 Cassel Creek Drive. The Board of Zoning Appeals voted 5‑0 to recommend approval with the condition that the fence shall not extend more than 12 feet into Zone A. Council approved the variance 7‑0.
    • Meeting minutes accepted: Records Commission (April 30, 2025), Parks and Recreation Advisory Board (August 20, 2025 and October 1, 2025), Planning Commission (September 23, 2025).
