Summary of Proceedings

Vandalia City Council Meeting – January 5, 2026

The Vandalia City Council held its regular meeting on January 5, 2026, at 7:00 PM. The meeting included public comments, approval of several annual appointments, a resolution of intent to appropriate property for a road project, an emergency ordinance dissolving the Golf Course Advisory Board, reports from boards and commissions, and recognition of retiring city employees and part-time parks staff.

Public Comments

  • Mark Fernilius (1232 Bramley Court) welcomed new council members and expressed appreciation for the new bike bridge and bike path connecting downtown to Taylorsville Metro Park, calling it a great addition to the city.
  • Barbara Spurgeon (777 North Edge Drive) welcomed new council members and thanked the police and fire departments for their assistance at her home at midnight the previous week, noting they helped resolve a non-serious but anxiety-provoking issue.

City Manager's Report – Information Items

  • Joint meeting with the City of Vandalia, Butler Township, and the School District scheduled for Tuesday, January 6, 2026, at 5:30 PM at Butler Township Meeting Hall (3780 Little York Road).
  • City offices closed Monday, January 19, 2026, in observance of Martin Luther King Jr. Day; the second January meeting will be Tuesday, January 20, 2026, at 7:00 PM.
  • Christmas tree recycling: Vandalia residents may drop off trees at the Sports Complex until January 31 or place them at the curb for Rumpke pickup on regular trash days beginning the first week of January.

City Manager's Report – Action Items (Appointments)

  • 2026 MVRPC/TC Representatives: Mayor Herbst (representative), Rob Cron (alternate), Ben Borton (Technical Committee delegate), Chad Baughman (alternate). Motion by Vice Mayor Follick, second by Councilmember Ford. Passed 7-0.
  • 2026 First Suburbs Consortium: Councilmember Dugan and Councilmember Bradford as representatives, Mayor Herbst as alternate. Motion by Vice Mayor Follick, second by Councilman Hathaway. Passed 7-0.
  • Vandalia Development Corporation (even-year appointment): Vice Mayor Follick appointed; Councilmember Aivalotis-Weaver continues in odd-year seat. Motion by Councilman Hathaway, second by Councilwoman Dugan. Passed 7-0.

Resolution 26-R-01 – Intent to Appropriate Property for Road Purposes

  • City Manager Althouse explained that the city is working with Montgomery County Engineers on the Dayton International Airport Northeast Logistics Access Ring Road Project. Right-of-way/easements are needed from 49 parcels, six in Vandalia. Negotiations are proceeding on most, but the owner of one parcel countered at four times the appraised value. If a settlement cannot be reached, the city must begin court appropriation to keep the project on schedule. The resolution expresses intent to appropriate, not an immediate taking; further ordinances and court action would follow if needed. Councilmember Doogan clarified the process. Motion by Councilwoman Dugan, second by Councilman Ford. Passed 7-0.

Emergency Ordinance 26-01 – Dissolving the Golf Course Advisory Board

  • City Manager Althouse stated the board was created in 1977 when the golf course was privately operated. Since the course is now under Parks and Recreation Department oversight, the advisory board is no longer necessary. The ordinance dissolves the board and amends Chapter 266 to add existing golf course advisory board public appointees as non-voting advisory members of the Parks and Recreation Advisory Board for the remainder of their terms. A public hearing was opened and closed with no comments. Motion by Vice Mayor Follick, second by Councilwoman Dugan. Passed 7-0.

Reports from Boards and Commissions

  • Minutes from the Civil Service Commission (September 25, 2025), Vandalia Development Corporation (September 30, 2025), and Parks and Recreation Advisory Board (November 19, 2025, and December 7, 2025) were presented. No comments or corrections; they stood approved.

Council Comments

  • Council members welcomed new members and thanked staff for a smooth transition.
  • Councilwoman Dugan invited attendees to the joint meeting on January 6.
  • Vice Mayor Follick recognized part-time Parks and Recreation employees: Sue Marvin and Paul Easterly (over 25 years), Sheila Fox (15 years at the golf course), and 16 others with 5–10 years of service. He noted that part-time employees are essential to the department.
  • Vice Mayor Follick also acknowledged the retirements of Judge Cynthia Heck (began service in 1991, served as Vandalia Municipal Court Judge from 2005 until December 31, 2025) and Chief Probation Officer Leonard Oram (joined Vandalia Municipal Court in July 1988, previously served Miami County Municipal Court). Both were congratulated for their decades of service.
