  • Law Director Jerry McDonald, who served since June 2005, was recognized as he transitions out; Katie Wall was introduced as his successor.

  • Council approved the January 2026 bill listing in the amount of $3,861,999.12, along with monthly expenses over $25,000 and the monthly purchase card detail of $20,869.96.

Public Comments & Testimony

  • No public hearing was held, and no citizens came forward during the comments from interested citizens period.

Discussion Items

  • Law Director McDonald reported that in December 2025 the city passed Ordinance 2529 approving a PUD final plan. Within 30 days, a referendum petition was filed to put the ordinance to a vote. Attorneys for the owner and developer argued the ordinance was not subject to referendum and threatened legal action if it were sent to the Board of Elections. McDonald reviewed the city charter, the Ohio Constitution, and court precedent holding that PUD final development plans are administrative actions, even in charter cities, and concluded the ordinance was not referendum-eligible. After the mayor, city manager, Councilmember Follick, and Assistant Manager Crohn met with the petitioners committee, the petitioners requested an independent legal opinion. That opinion was consistent with McDonald's and with the developer's attorney's position, so the city is not moving forward with the referendum petition.
  • Resolution 26-R-13: IT Manager Davy recommended waiving formal bidding and purchasing a storage area network solution from SHI International Corp through the OMNIA Partners IT Solutions cooperative purchasing contract. The upgrade is part of the city's five-year replacement cycle, with a cost not to exceed $196,735.30; the project is budgeted at $210,000 to cover installation and related infrastructure costs.

Key Outcomes

  • Council voted 7-0 to approve Resolution 26-R-13 authorizing the storage area network purchase and related expenditures.
  • The city determined not to submit the PUD referendum petition to the Board of Elections.
  • All consent calendar items were approved without objection.
  • Council comments included thanks to outgoing Law Director McDonald, congratulations to honorees, and condolences from Councilmember Avalotis Weaver regarding a tragic loss in a neighboring community.
  • The meeting adjourned with a reception for Mr. McDonald in the large conference room.
