The Vandalia City Council held a special meeting on June 22, 2026, beginning at 4:30 p.m. according to the transcript, to consider one zoning variance for HT Hackney at 875 Center Point Drive and to enter executive session to discuss compensation of a public employee. Both motions passed unanimously by 7-0 votes.
All right, it's 4 30, so we'll go ahead and get started with uh this evening's special council meeting. Uh the first item on the agenda is a variance at 875 center point drive for the fence. I'll turn it over to Mr. Aldhouse. Thank you, Ronor. This item was discussed at the June 15th uh study session. This was a variance for 875 Center Drive, and this was a request from a company, an applicant HT Hackney, which requested one variance for an existing structure 875 center drive in the I industrial district. And if approved, the company planned to install a new security fence in the front yard along center drive and also along all four sides of the building. On June 10th, 2026, the Board of Zoning Appeals recommended approval of the front yard center fence along Center Drive, denial of the front yard fence along South Brown School Road, and denial of the proposed barbed wire elements in the front yard. On June 15th, 2026, the applicant withdrew its request for the variances along South Brown School Road and for the barbed wire, and they have agreed to do the decorative fencing along center drive in the front portion of that building, which would be where the parking area is. I believe that was a request or concern of council at the last meeting. We do have a representative from the company here. Um but this is somewhat of a timely matter because they have uh pending agreement in place for the lease and their desires to try to move in as quickly as possible. They've got product ready to move, so that is why we did add it on since we are having a special meeting tonight. All right. Would you like to add anything to the what he's discussed? Just my rad to put it down. All right, that's not a problem at all. All right, any other um, yeah. I just had two clarifications. I want to make sure that um because these uh in my in my um motion I'm gonna make these as conditions to the variants. So I just want to make sure that the applicant is on the same page. Um, that the black rider route iron fence would not to exceed the eight foot height restriction, um, that it will not be installed beyond uh the east side of the structure, which was the side facing Brown School Road, so from that southeast corner straight south. Um so basically from the edge of the parking lot south. Um I assuming the drawing is accurate that the fence do you know what the approximate distance is from the parking lot asphalt because there's a pretty large tree lawn there? How far out do you because there's no markings on the drawing as far as distance? So there's I forget what structure it is near when you uh uh it actually becomes a parking lot. So we're gonna have it be like behind that, or it was our mailbox. So we're gonna put it behind the mailbox. It'll be pretty far front. Yeah, well, I I saw where the mailbox was. So I just didn't want it to be too far out right close to the road. So okay. And then the other one is that the transition, because I'm assuming you're gonna transition a chain link fence on the west and north sides. The west for sure. On the and in that and are you okay with that transition occurring after the second driveway at that southwest corner? So it's still behind the front of the building. On so the diagonal that goes up up to that right there, would it be where it transitions? We we were we were discussing that internally that might make more sense and be easier with the gate. Um if that will be a condition, then let us know. That yeah, that's my preference. That would be one of my conditions. So just want to make sure you were okay with that. Totally. Okay, that's all I have. Thank you. And do I'm sorry, I decided just to provide a quick background. I watched the video just quick, what we're doing, what it is. Um eight years ago or so, the state of Ohio introduced a statute for what they call a qualified distribution center. And so basically a vendor can ship product into the state of Ohio, and if it leaves the state but stays in the same company, that vendor is exempt from the commercial activity tax.
