Summary of Proceedings

Vandalia City Council Meeting - August 17, 2026

The Vandalia City Council met in regular session on Monday, August 17, 2026, after a moment of reflection and the Pledge of Allegiance. The meeting featured a proclamation, a civilian lifesaver award, a new employee introduction, public comments, two unanimous funding resolutions, and council comments.

Proclamations, Awards, and Introductions

  • Mayor Richard Herbst read a proclamation designating Saturday, September 5, 2026, as Mary Lou Crush Day. The proclamation honored Mary Lou Crush (1937-2026), a Vandalia resident who raised 12 children and operated Bunker Sports Bar and Grill, a community gathering place established in 1995 with an expansion in 2014. A family member thanked Council, saying Crush "would have loved" the recognition.
  • The Division of Fire presented a civilian hero award to Paul Kleinheinz, a personal trainer at the Vandalia Rec Center, for performing CPR and using an AED on a patron who collapsed on June 22, 2026. Fire officials stated his quick actions contributed to the patron's survival.
  • City Manager Althouse introduced Colin Sloan as the newest public works technician. Sloan, a U.S. Army Reserve member, started with the city on July 27, 2026.

Public Comments & Testimony

  • Doug Scott of 237 South Tixi Drive expressed concerns about a police interaction regarding his service dog, alleging officers violated federal and state law and the ADA when they told him his dog had to be leashed. He also raised July 4 fireworks and aviation safety concerns and said police did not listen when he reported an individual he believed might have reached for a gun. Mayor Herbst responded that police interactions are recorded, that service dogs must be harnessed, leashed, and tethered in public spaces, and that he was offended by accusations that police were lying.
  • Seth Howard, a Purple Heart recipient and Vandalia Butler High School graduate, stated he was attending his first Vandalia council meeting. He advocated for a "modern portfolio theory" vision in which residents become shareholders in the corporations they pay bills to, and he referenced the proposed "Share Plant Act" (HR 4739) sponsored by Congressman Tom Swozi. He said he looked forward to returning to Vandalia.
