Summary of Proceedings

Waconia City Council Regular Meeting - May 18, 2026

The Waconia City Council met on Monday, May 18, 2026, at 6:00 PM in a regular meeting that concluded with a closed session at 7:30 PM. Mayor Tim Litfin presided over the meeting with all council members present (Nick Gleason, Jeff Grengs, Jacob Coleman, Derek Siddons). The meeting featured the annual Stewardship Award presentation, approval of a significant pavement management contract, acceptance of the audited financial report, discussion of downtown parking policies, and the announcement of a major $4.7 million state bonding award for the Highway 5 project.

Proclamations and Recognitions

  • National Public Works Week: Mayor Litfin read a proclamation declaring May 18 through May 24, 2026, as National Public Works Week.
  • Stewardship Award: The Third Annual Stewardship Award was presented to Mike and Joann Werner. The Mayor detailed their extensive volunteer work at Ridgeview Medical Center, St. Joseph's Catholic School, Meals on Wheels, Bayview Elementary, Rotary, Lions Club, American Legion Post #150, and numerous community events. Mike Werner accepted on behalf of the couple, stating they moved to Waconia nearly 50 years ago and could not imagine a better place to live.

Consent Calendar

The consent agenda was adopted by a 5-0 vote (Motion: Coleman, Second: Gleason). Routine items approved included expenditures for Safari Island Community Center and the Ice Arena, a contractor pay request for the CSAH 10 Trail Project, the Highway 5 Reconstruction MnDOT contract, the Pavement Preservation Program, updates to the Manual of Design Standards, 2nd Quarter Budget Amendments, a Facade Improvement Grant, a Waconia Works Loan for Coney's Candies LLC, and Optional 2 a.m. Closing applications for The Saloon and Hoppers.

Discussion Items

  • Pavement Management Project – Mill and Overlay (CIP No. 132-A): Jon Haukaas, Public Services Director, reported that four bids were opened on May 12, 2026 for the Landings Neighborhood project. The apparent low bidder was Wm. Mueller and Sons, Inc. at just over $754,000, coming in 14 percent below the $822,000 budget. The project is funded by franchise fees and does not include special assessments. Construction is expected in June and July.
  • Audited Annual Comprehensive Financial Report (FY2025): Nicole Meyer, Finance Director, and Andy Hering of Redpath Company presented the audit results. The city received an unmodified (clean) audit opinion with no internal control or legal compliance findings. The city earned its 12th consecutive Certificate of Achievement for Financial Reporting. The city's unassigned fund balance was approximately 50 percent of expenditures, meeting its policy target of 40 to 60 percent.
  • Downtown Parking Time Limits (Staff Report): City Administrator Shane Fineran discussed the current ordinance for 90-minute parking zones and the overnight parking prohibition between 2:00 AM and 6:00 AM in non-winter months. Sgt. Howard of the Carver County Sheriff's Department stated the department does not actively enforce the overnight restriction to avoid encouraging drunk driving. Councilmembers debated consistency and the utility of the 90-minute rule as a tool for nuisance vehicles.

Key Outcomes

  • Resolution No. 2026-131 (Pavement Management): Adopted 5-0 (Motion by Grengs, Second by Coleman).
  • Resolution No. 2026-132 (Audited Financial Report): Adopted 5-0 (Motion by Gleason, Second by Grengs).
  • Downtown Parking Directive: The Council directed staff to maintain the current parking rules and have the Sheriff's Department monitor the situation over the summer. The topic will be revisited at a future work session.

Key Announcements

  • Project Updates (Jon Haukaas): The Pine Hill playground is expected to open within two weeks. The Downtown Reconstruction Project is on schedule with underground utilities 50 percent complete. The Public Services Open House is scheduled for Wednesday, May 20, from 4:00 to 7:00 PM.
  • Summer Music Series (Jackie Schulze): The series begins June 4 with the band Anti Skip Protection performing on Olive Street from 6:30 PM to 8:30 PM.
  • Highway 5 State Bonding Award (Shane Fineran): Fineran announced the city was awarded $4.7 million in the state bonding bill for the Highway 5 Phase 2 reconstruction project, bringing total outside funding assembled for the project to $19.2 million.

Closed Session

The Council entered closed session at 7:00 PM (Motion: Coleman, Second: Grengs) pursuant to Minn. Stat. 13.05, subd. 3(c)(3) to discuss the potential purchase of real property identified as PID #750501620 and PID #750501610. The regular meeting adjourned upon conclusion of the closed session at 7:30 PM.
