Summary of Proceedings

Waconia City Council Regular Meeting - October 19, 2026

The Waconia City Council met on Monday, October 19, 2026, at 6:00 PM. The evening began with the Pledge of Allegiance led by Cub Scout Pack 372, followed by a proclamation from Mayor Tim Litfin declaring October 28, 2026 as National First Responders Day. The council held a public hearing on delinquent utility charges, approved the consent agenda, and acted on three major agenda items: authorizing $25,920,000 in bonds for a new water treatment plant and public works garage, approving a site plan and conditional use permit for a historic boarding house at 32 Vine Street North, and adopting a speed limit policy for non-residential major roadways. The meeting concluded with board reports and announcements.

Consent Calendar

  • The council approved the consent agenda (5-0), which included 19 routine items: minutes of the October 5, 2026 meeting; expenditures for October 19, 2026; Safari Island Community Center and Ice Arena expenditures incurred in September 2026; contractor pay request #2 for the 2026 Mill & Overlay project; winter towing and impound services agreement; 2026–2027 snow hauling agreement with Henning Excavating; design and construction administration contract for the Public Services mezzanine office expansion; SCADA software and computer upgrade; investment advisory agreement with Ehlers Investment Partners, LLC for 2026C bond proceeds; authorization to apply for a Metropolitan Council grant for the 2050 Comprehensive Plan update; minor subdivision for Outlot N, Airport Road Addition; a resolution supporting off-leash dog park development; authorization to hire a temporary maintenance worker and on-call winter maintenance worker; election judge appointments for the November 3 general election; approval of a low potency hemp edible retail application; exempt permits for the Waconia Boys Swim and Dive Booster Club and the Waconia Hockey Association; and a premises permit for AKA Hospitality, LLC dba Waconia Brewing Company.

Public Comments & Testimony

  • No members of the public addressed the council during the open forum. The public hearing on certification of delinquent charges had no comments from the audience. The council opened and closed the hearing without testimony.

Discussion Items

  • Certification of Delinquent Charges for Payment with Taxes Payable 2027 – Finance Director Joel Mary reported that the total amount of delinquent utility and other charges was $13,593.39, down from about $19,000 the prior year (a 30% decrease). The number of accounts dropped from 41 to 24. The council opened and closed the public hearing with no comments, then adopted Resolution 2026-228 (5-0).
  • Authorize Issuance and Award of General Obligation Bonds, Series 2026C – Todd Hagen of Ehlers and Associates presented the sale day report. The city received 12 bids for $26,245,000 in bonds to finance a new water treatment plant and public works garage. The winning bidder was Baird of Milwaukee at a true interest cost of 4.46%. The bond’s par amount was reduced by $1,325,000 due to a premium bid, lowering the issuance to $25,920,000. The city’s AA+ bond rating was affirmed as stable. Councilmember Grengs moved and Councilmember Gleason seconded to adopt Resolution 2026-242, which passed 5-0.
  • Site Plan and Conditional Use Permit for 32 Vine Street North – Amblard Boarding House – Assistant City Administrator Michael Broughton presented the proposal to convert an existing five-unit apartment building into an eight-room boarding house (short-term rentals). The property is a historic building from 1900, listed on the National Register of Historic Places. The planning commission had recommended approval (5-0) with conditions for additional screening and landscaping. Councilmember Siddons asked about the interplay with the city’s new short-term rental ordinance and the 500-foot buffer requirement. City Attorney clarified that because no other short-term rental permits have been issued, this application is the first and does not violate the buffer rule—other rentals may be grandfathered when they apply. Applicant Andrew Vossik stated that rooms average 500 square feet, have no kitchens, and would be rented to tourists for a few days to a month, with a two-person maximum per room. The council approved Resolution 2026-243 (5-0).
  • Adoption of Speed Limit Policy for Non-Residential Major Roadways – John Hawkes, with support from Jake Salisbury of Bolton & Menk, presented a draft policy to set speed limits on city-owned non-residential roads based on engineering and traffic analysis. Proposed changes include reducing Main Street from 35 to 30 mph between Highway 5 and Old Beach Lane, and setting Waconia Parkway North and South at 45 mph. The policy requires public input, signage, and enforcement coordination. Councilmember Grengs moved to adopt Resolution 2026-244, authorizing the city administrator to finalize the policy. The motion passed 5-0.

Key Outcomes & Decisions

  • Resolution 2026-228 (Certification of Delinquent Charges) – Adopted 5-0.
  • Resolution 2026-242 (Bond Issuance, Series 2026C) – Adopted 5-0. Closing set for November 5, 2026.
  • Resolution 2026-243 (Site Plan and Conditional Use Permit for 32 Vine Street North) – Adopted 5-0. Projected opening fall 2027.
  • Resolution 2026-244 (Speed Limit Policy) – Adopted 5-0; city administrator authorized to finalize. Implementation by end of 2026.
  • The council also approved through the consent agenda a resolution (No. 2026-235) supporting off-leash dog park development at Lake Waconia Regional Park, with a city pledge of $125,000 in the 2028 capital investment plan. Mayor Litfin reported that Comcast has extended service to 2,536 potential customers (45% of the city) by the end of 2026.

Board Reports & Announcements

  • Councilmembers Siddons, Coleman, Gleason, and Grengs had no reports.
  • Mayor Litfin shared highlights from attending the Waconia High School musical “Legally Blonde,” reading to students at St. Joseph’s Catholic School, and the inaugural service of Branch Church now meeting at Waconia Middle School with 200 members.
  • No other announcements; the meeting adjourned.
