I'm Crystal DeCastro, Principal Planner in the Community Development Department and Project Manager for the General Plan Update, also known as Walnut Creek 2050.

2:36

So since the joint commission meeting we had back in June on vision and values, we've been continuing our efforts with engagement with the public since that last meeting.

2:47

So on September 24th, we had our first in-person community community workshop on vision and values.

2:54

And so we received a lot of great input and feedback from the community.

2:58

And tonight we'll be sharing that draft vision, and we'll refine that as we go throughout the process.

3:04

But tonight's focus is really on existing conditions.

3:07

So we have our consultants here tonight, um, Eric Yerkovic and Anna Padilla that will be going over the existing conditions reports.

Unassigned speaker

3:16

So with that, I'm gonna turn it over to Eric Speaker.

Speaker 6

3:23

Thanks, Crystal, and thank you all, Commissioners, for having us here this evening.

My name is Eric Yerkovich.

3:29

I'm a principal and deputy director of community planning at Alta Planning and Design.

3:33

We're the lead consultants on the general plan update.

3:37

Um we're gonna actually represent some of the work done not just by our team at ALTA but also some of the team members who helped support and develop some of the existing conditions work this evening.

Summary of Proceedings

Joint Planning Commission/Design Review Commission Study Session on General Plan 2050 Existing Conditions - October 22, 2026

The Planning Commission and Design Review Commission met jointly on October 22, 2026, beginning at 6:00 p.m. in the Third Floor Conference Room at 1666 N. Main Street, Walnut Creek, for a study session on the General Plan Update Existing Conditions Report. Staff from the Community Development Department and consultants from Alta Planning and Design presented existing conditions, draft vision and guiding values, and community feedback. The meeting was informational: no formal decision or recommendation was made on the General Plan. The commissions did adopt the 2027 meeting calendar on the consent calendar.

Consent Calendar

  • The commissions unanimously approved the consent calendar item adopting the 2027 Planning Commission and Design Review Commission meeting dates.
  • Roll call resulted in all present commissioners voting yes; the motion passed.

Public Comments & Testimony

  • Rochelle Fortier, a Walnut Creek resident, urged the 2050 General Plan to retain or carry forward the current General Plan’s environmental integrity sections, specifically Goal 26 and Policy 26.6 on protecting nature in development and urban wildlife habitat.
  • Rosalie Howarth, speaking for the Mount Diablo Bird Alliance, described the deteriorating nature lake/pond at Heather Farm Park — choked with invasive reeds, silted, too warm for migrating ducks, and littered with fishing line and hooks — and asked for a specific General Plan goal for its remediation under open space and conservation.
  • Michael Vecchio, a 32-year resident, Walk Bike Walnut Creek member, and former city transportation employee, supported a Civic Park master plan and asked the General Plan to study an east-west bicycle/pedestrian connection from the Iron Horse Trail to downtown, BART, and businesses north of Ygnacio Valley Road.

Discussion Items

  • Staff and consultants presented the General Plan 2050 update process, noting the draft vision statement and seven guiding values, the September 24 community workshop, meetings with about 40 community organizations, and the online feedback hub open through October 25, 2026.
  • Existing conditions findings included: Walnut Creek’s population was about 71,000 in 2025, up about 4% over 10 years, with households up about 7%; the 25–34 age group grew 31%; residential uses cover about 55% of city land, parks/open space about 27%, commercial/office/industrial about 6%, public/institutional about 7%, and vacant land less than 1%.
  • Housing and jobs data showed very strong residential demand, about 20% office vacancy in Walnut Creek compared with 18% countywide, and the 2023–2031 RHNA cycle requiring capacity for 5,800 housing units. Population forecasts ranged from about 6,000–7,000 new residents by 2050 to a high extrapolation of about 34,000 over three RHNA cycles. Job growth scenarios included a baseline of about 8,500 additional jobs by 2045 and an optimistic scenario of about 21,000.
  • Healthy Communities analysis under SB 1000 identified one healthy community priority area south of downtown along I-680, where lower-income areas face higher diesel particulate matter, traffic, and groundwater threats.
  • Community feedback themes included preserving Walnut Creek’s identity and regional destination role, maintaining infrastructure and services, managing neighborhood change, increasing housing choice and affordability, promoting infill, supporting downtown and Shadelands economic vitality, and adapting to changing retail and office markets.
  • Commissioner questions and comments touched on benchmark cities, walksheds/bikesheds, housing capacity and three-dimensional building form, Concord Naval Weapons Station regional impacts, annexation of county islands, underground utilities, homelessness data and measurable goals, fiscal impacts of changing industries, Measure A restrictions on healthcare uses, the gig economy and flexible land uses, parcel intensity in Shadelands and downtown, design review authority and process, and the federal HR 1 law’s potential effects on healthcare jobs and services.
  • Several commissioners emphasized connectivity and human-scale mobility, preserving biodiversity and urban wildlife, exploring faith-based affordable housing sites, and using clear visual/graphic presentation in the General Plan document.

Key Outcomes

  • No formal General Plan action was taken; the study session was for input only.
  • The commissions voted unanimously to adopt the 2027 meeting calendar.
  • Input from the public and commissioners will inform the General Plan update; the draft vision and guiding values are scheduled to go to the City Council for confirmation later in 2026.
  • The public was reminded that the virtual workshop and questionnaire remain open at Walnut Creek2050.com through October 25, 2026.
  • The meeting adjourned at 8:21 p.m.
