The Warwick City Council convened multiple committee meetings followed by a full council session on November 17, 2025. The Finance Committee reviewed several bid packages and contract amendments. The Ordinance Committee discussed combining two boards. The Intergovernmental Committee considered a resolution to expand municipal court jurisdiction and a special election for a $50 million bond measure. The full council heard public comment, approved zoning changes, and passed the bond referendum to February 3, 2026, among other actions. The meeting began at 5:00 PM and adjourned at 9:08 PM.

The bid package. First item up is tire repairs and recapping. Hi, Christy. Good evening. Go ahead. Uh public works says requesting to award the bid for tire repairs and recapping to Pete's tire barns in Sullivan Tire in the amount of 160,000 for a one-year period, January 126 to December 31, 2026. Okay. Do we have any questions from members of the committee? Any questions from members of the council? Christy, what did we um spend in this line item last year? 133,000 67.22 cents. And why are you looking to increase 27,000? Our um budget, uh this we have a specific line item in our budget for this these items. It's a hundred and uh excuse me, it's budgeted at 160,000 dollars. Um, you know, we just never know what what can happen um with recaps because they they do wear down and um come off and then repairs. It's you know, like uh uh road repair. So if they have to come to us for something, if we have to have loader tires changed or something on um anything like that where they have to do a road call for us, they have to go to the landfill for us. Um encompasses all of that kind of stuff. So and is it safe for us to assume that the um first right of refusal, so to speak, will be at Sullivan Tire as opposed to Pete's tire bond, who is 65 percent more? Yes. Okay, actually, I think there's a couple of them that they're like 75 percent or 70 percent more. Okay, so the first choice will be Sullivan Tire second choice on um emergency needs, so to speak. The police department went out to bid for rugged windows tablets to be used in police vehicles along with associated mounting hardware cables in henna's a total of three bids were received. The police department recommends the contract be split between the three vendors, tech advanced computers, whaley computer associates, and newcom wireless. Uh tech advanced had the lowest pricing for the tablets. Whaley associates at the lowest pricing for cables and accessories, and newcom had the lowest pricing for the vehicle mounting brackets. The department is speaking seeking spending authority in the amount of 70,000 dollars from budget code 3231 computer supplies. Thank you, Major. Do we have any questions from members of the committee?
