He cited that one CSO wrote 285 reports in 2024, and one traffic officer wrote 916 citations/warnings—more than the rest of the department combined. Response times for priority calls increased from 6:32 to 8:48 minutes. He noted West Linn has 29 sworn officers for 27,500 people, the smallest per capita in the metro area.
- Capital Projects (approx. $3–3.5 million): Mostly deferred maintenance, including playground replacements, facility master plan, Adult Community Center generator, ADA improvements, non-motorized boat launch, and a potential bookmobile/emergency operations center hybrid.
- General Fund Stabilization: Recommended $1.25 million/year beyond normal savings to address a forecasted shortfall larger than usual.
- Revenue Options: Example of a five-year local option levy at $0.50 per $1,000 assessed value would generate about $2.3 million/year (average cost less than $400/year per household).
Councilors expressed support for continuing the conversation. Councilor Bonnington framed the discussion as “community enhancement” rather than a failure. Councilor Groner displayed a slide summarizing total needs (~$6.44 million/year) and suggested taking the list to the budget committee and then to the community for prioritization. Any discussion on the agenda. Okay. Seeing none, we could call the roll for the first and only time today. We're not gonna make you do it too much. Go ahead. Councilor Bonnington? Yes. And I the motion passes, and I make that comment because last time we passed, I think, six ordin an ordinance that we had to vote on six times. So we're taking it easy today, but we've got a big discussion later as item six. Would anybody like to make a comment from the public tonight? No one has signed up. And no one online either. I attended the uh Vision 43 working group meeting last week and we are making more progress. There will be some more information presented to the planning commission and then to the city council on some of the policy decisions. I also uh took a road trip last week to Montana and saw a very, very interesting mixed-use development in Missoula that I want to share with the group the next time we meet. And you've got a walk and talk upcoming, is that correct? So on the line um Saturday afternoon at one o'clock. So I know you're gonna be at the old time fair, but if you want to take an hour off to come help pick up trash and pull weeds in front of Mary S. Young, that would be great. Thank you for that. I I had to get you to plug it because I saw the uh picking up trash and pulling weeds on online. Thank you. Uh any other reports. I'll just say had a great time at uh the McLean House celebration that I attended with Councillor Bonington. I'm sure he'll have a comment on it since he was a big proponent of getting that on the historic register, but we unveiled the plaque and it was great. And lots of community stories and uh thanks to the planning department for putting that celebration on last weekend. Uh Councillor Baumgardner, anything to report? Um sure.
