The boundaries largely follow the Metro 2040 Growth Concept Map, with two small additions to the Bolton Town Center: approximately a dozen parcels on the north end to align with the Vision 43 focus area, and the historic City Hall parking lot on the south end. The Willamette Town Center boundary is adopted as shown on the Metro map. The Commission discussed the inclusion of parkland within the town center boundaries (e.g., part of White Oak Savannah Park) and confirmed that this is acceptable and not uncommon. Commissioner Evans. Commissioner Watt. Vice Chair. And Chair Metlin. Here. All right. Let's move on to our next item, which is public comment related to land use items not on the agenda. Do we have any comments tonight? No comments tonight. Great. Thank you. That moves us to our main item for tonight, which is a public hearing. PLN dash 25-03. Our recommendation to city council on adoption of the Bolton and Willamette Town Center Boundary Maps. So good evening. A proposal for text amendments to the Westland Comprehensive Plan Goal 2 Land Use Planning to adopt the Bolton and Willamette Town Center Boundary Maps is called to order. The proposal will bring the city into compliance with Oregon Administrative Rules 660-012-00124D and the Metro Urban Growth Management Functional Plan Title 6. The planning commission role in the legislative process is to make a recommendation to City Council. The testimony and arguments we hear will be used by the Commission to make a recommendation. Tonight's hearing will proceed as follows. After the preliminary legal matters, staff will make a presentation. And the commission will discuss the proposal and make a recommendation. If you have signed up to speak during the public comment portion of this hearing, please wait to be recognized by the commission before speaking. When it is your turn, please state your name and city of residence for the record. So the information can be entered into the minutes. Speakers will have be limited to five minutes. I will now ask the city attorney to cover the preliminary legal matters. Thank you. First, we'll start with the applicable standards and appeal rights. The commission's decision must be based on consideration of the statewide planning goals and administrative rules adopted under ORS Chapter 197, the applicable federal or state statutes and rules, applicable plans and rules adopted by Metro, and on the city's comprehensive plan and development code. The commission may consider any relevant testimony that it receives. Any party with standing may appeal the decision of the city council to the state land use board of appeals according to the rules adopted by that board. Persons with standing include those who submit written comments or present oral arguments. Next I'll go to conflicts of interest. Do any of the members of the commission wish to declare a potential or actual conflict of interest today? Okay. Uh so again, we're here tonight to uh get a recommendation from the planning commission on the Metro Town Center boundary adoption. Uh the planning commission held a work session on this back in August.
