  • Scenario 2 (medium cut): $45 million total, stacking the admin building atop the fleet maintenance building, reducing to two buildings with about 90% of program.
  • Scenario 3 (deep cut): $41 million total, eliminating the second storage building entirely. Staff recommended Scenario 2 (45 million). Council expressed concerns about noise, fumes, and site stability (slope history), but team assured engineering solutions. Council rejected Scenario 3 as it would undermine the project's goals. Discussion centered on the trade-offs between Scenario 1 and 2 (a $5 million difference) and the need for a facility lasting 50–100 years. The proposed financing plan assumed a 25-year debt service, distributing costs equitably among funds (streets, storm, sewer, water, parks) with a recommended 30% cost share for streets. This would require delaying some capital projects (e.g., water pipe replacement, stormwater improvements). Council requested additional financial analysis on revenue options (e.g., a specific fee) and impacts to funds before making a final design decision.
