Summary of Proceedings

Winter Park City Commission Regular Meeting — August 12, 2026

The Winter Park City Commission met on August 12, 2026, at 3:30 PM. The meeting began with the Winter Park Crew Proclamation, moved up in the agenda order, followed by scheduled Community Partner Presentations. Major actions included approving a 12-month power supply extension with OUC, tabling a public-private parking garage partnership, and adopting updates from the TDT Citizen Advisory Task Force regarding legislation for public transportation and workforce housing funding.

Community Partner Presentations

  • Michael Poole (TDT Citizen Advisory Task Force Update): Mr. Poole reported the task force voted 30 to 2 against expanding the convention center. The task force approved 12 capital projects totaling approximately $234 million (excluding the Performing Arts Center, approved up to $750 million). He noted an Eatonville museum project is expected to drive tourism spillover to Winter Park. The task force recommended Orange County hire lobbyists to seek a statutory change allowing tourist development tax (TDT) funds to be used for public transportation and workforce housing. Mr. Poole recommended the Commission pass a resolution supporting this change, citing 70% resident support. The Commission directed staff to work with him to draft such a resolution.
  • Heather Alexander (Winter Park Playhouse Update): Ms. Alexander reported the Playhouse completed an $8 million ARC-funded expansion (awarded 2024) in record time, finishing June 2026. The city contributed no direct funds, while the Playhouse exceeded a $2 million private fundraising requirement. The theater expanded from 123 to 171 seats and reported nearly sold-out performances. A live musical performance by Adam Beiner was given.

Consent Calendar

The Commission unanimously approved the consent agenda, which included:

  • Approval of minutes for the July 22 regular meeting and July 23 work session.
  • Piggyback contracts for sanitary sewer rehabilitation: Danus Utilities, Inc. ($515,000) and RCM Utilities, Inc. ($400,000).
  • Contracts for electrician services (Yang, Inc., $175,000), landscape and tree installation (LaFleur Nurseries, $500,000), concrete repair (Allcrete, Inc., $300,000), and urban design advisory services (Vision Urban LLC, with future task orders subject to Commission approval).
  • A waiver of the procurement process for Southern Development & Construction, Inc. ($152,000, West Welbourne Avenue Road Improvements).

Public Comments

  • Justin Harvey (border of Maitland and Winter Park): Reported excessive trash along Monroe Avenue near Lifetime Gym, requesting collaboration between municipalities on a trash can solution. Mayor DeCiccio directed him to connect with the Assistant Director of Public Works.

Reports and Discussion Items

  • Red Light Camera Survey (Non-Action Item): Chief Volkerson presented the annual report (July 1, 2025 – June 30, 2026). A total of 25,073 notices of violation were issued; 18,443 were paid. Total revenue was $3,067,743.80, with $1,610,117 remitted to the Florida Department of Revenue and $1,418,828.80 allocated to the city's general/law enforcement fund. Violations were slightly down year-over-year.
  • Orlando Utilities Commission Power Supply Contract Extension: Integrated Resource Program Manager Lisa Vedder presented options for extending the expiring OUC contract. The staff and Utility Advisory Board recommended a 12-month extension without additional solar, carrying an estimated 3% premium (roughly $100,000 above the baseline), with Commissioner Todd Weaver dissenting in favor of a 30% solar option. The Commission unanimously approved the staff recommendation.
  • Public-Private Partnership for Parking Garage Development: City Manager Knight presented three qualifying submissions for a public-private parking garage. Commissioners expressed the need for fiscal clarity pending the outcome of the November tax referendum (Amendment 3) and requested greater internal alignment on scale and design. The item was tabled by consensus to the December 10, 2026, commission meeting.
  • Sustainability Action Plan (Commissioner Lindsey): Commissioner Lindsey requested a report from Natural Resources & Sustainability Manager Gloria Eby before January 2027 to reevaluate Resolution 2281-24’s renewable energy targets (80% by 2035, 100% by 2050) in light of current market headwinds and cost guardrails. The Commission reached consensus to schedule the report.
