  • Old Courthouse change orders / Public House budget: Council members asked about the Public House space and the renovation budget. Staff also explained that the Public House budget includes the remodel costs plus the agreement with the Laprinos for closing them down; TIF funds cannot be used for that portion, so surplus funds from last year would be used, with the remodel costs included in the estimated remodel cost.
  • Contractor contingency vs. change orders: The mayor said change orders on a 100-plus-year-old building are not surprising but that staff should remain diligent. Staff said they have been able to resolve items in conjunction with Bulley & Andrews; items the contractor should have known, such as temporary elevator power, are classified as contingency/guaranteed-cost items, while genuinely unknown conditions behind walls may become change orders.
  • Police pension: Staff said the pension fund’s market value of assets was 5.5% negative last year, which was better than many clients with double-digit losses. Staff recommended the entry age normal actuarial funding method, noted the five-year smoothing period for investment returns, and said police pension investment consolidation may reduce fees and improve returns. The city continues lobbying the state on public safety pension costs. Council members expressed appreciation for staff and advisors.

Future Agenda Items

  • Snow removal at Emmericson: A council member requested that staff contact St. Mary’s to ask whether it could also clear a north-facing, icy sidewalk near Emmericson. Staff agreed to reach out; council noted there is no city ordinance requiring sidewalk clearing.
  • Old Courthouse last tenant space: Staff reported receiving one proposal for the last tenant space, and it checks the boxes council members had requested. The proposal will be published in the City Manager’s report on Friday for council feedback; if council is supportive, staff will pursue a lease.
