Woodstock City Council Meeting - August 18, 2026: Diecast Site Redevelopment and Flock Safety Debate
Woodstock City Council Meeting - August 18, 2026
The Woodstock City Council met on August 18, 2026, at the Woodstock Opera House. The meeting covered a presentation and redevelopment agreement for the former diecast site (Murphy Development Group/White & Company), extensive public comment on Flock Safety cameras, and approval of consent items. The council voted unanimously on the diecast site agreements and postponed a separate redevelopment item indefinitely.
Consent Calendar
- Approved items A through D5 (all except D1, D2, D3) via roll call vote (7-0). Items included approvals for purchases and routine matters. D5 (four-wheel drive trucks) was clarified to be correctly priced.
Public Comments & Testimony
- Flock Safety Opposition: Over 50 members of the public spoke, largely opposing the city's contract with Flock Safety for automated license plate readers (ALPRs) and surveillance cameras. Speakers presented a petition with 1,926 signatures (887 Woodstock residents, 768 gathered on the square). Key arguments included: violations of Fourth Amendment privacy rights, documented misidentifications and abuses in other jurisdictions, potential for data breaches and misuse (e.g., stalking by officers), chilling effect on tourism and community events (e.g., Pride, Mexican Independence Day), and the availability of less invasive CCTV alternatives. Several speakers identified themselves as business owners, software engineers, parents, and members of marginalized communities. One speaker, Mike Holler, sarcastically proposed a "Public Eye" initiative to monitor officials. A few speakers expressed support for law enforcement but not for Flock. Councilmember Denson noted the petition and asked the council to formally reconsider the contract, requesting legal details on the cancellation provision. Mayor Turner stated the item was not on the agenda for action but committed to ongoing review and possible future discussion.
- Diecast Site Development: John McNamara (Brownstones HOA) and other residents raised concerns about traffic congestion on Clay Street, use of the Brownstones' private driveway for access, building massing (258-foot-long buildings), architectural character not fitting the historic context, lack of green space, and the public subsidy ($9.5 million). Speakers requested smaller buildings, more articulation, and a traffic study. The developer and city responded that massing and design would be refined in later stages, and traffic issues (especially related to Clay Street and nearby state facilities) would be addressed separately.
Discussion Items
- Diecast Site Presentation: Murphy Development Group and White & Company presented an updated site plan for 187 residential units (up from 156) with 281 parking spaces, seven buildings, and phased construction. The presentation was informational; no action was taken on the architecture, which will come back for approval later. Council and public discussed traffic, building scale, and landscaping.
- Council Comment on Flock Safety: Councilmember Denson proposed formally reconsidering the Flock agreement, citing the petition and national concerns. Councilmember McMahon and others expressed support for reconsideration. Councilmember Hansen (who voted yes in February) stated he remains supportive but open to refinements (e.g., shorter data retention, independent audits). Mayor Turner noted that the council cannot vote that night but will continue to evaluate, and he directed staff to review alternatives and report back.
Key Outcomes
- D1 (IGA with School District 200): Approved unanimously (7-0).
- D2 (Redevelopment Agreement with MPG Woodstock LLC for the diecast site): Approved unanimously (7-0). The agreement includes up to $8 million in TIF assistance, land sold for $20, and phased development (phase one: 99 units).
- D3 (Redevelopment Agreement with Cycle Connections): Postponed indefinitely by unanimous vote at the petitioner's request.
- Flock Safety: No formal vote. The council heard extensive public comment. Councilmember Denson requested the item be brought back for formal reconsideration. Mayor Turner committed to monitoring the contract and considering changes (e.g., data retention, audits, alternative technologies) but stated no majority currently favors cancellation.
- Future Agenda Items: Reviewed proposed items for September 1 and 15 meetings.
- Meeting Adjourned at approximately 10:05 PM (after recess).
Meeting Transcript
Alright, ladies and gentlemen, it is 7:25 p.m. Uh I am going to uh reconvene and call back to order uh this August 18th meeting of the Woods 18th 2026 meeting of Woodstock City Council back into order, and although not required, Jane, I'm gonna ask you to do a roll call for purposes of the record. Councilman Flynn. Here councilman Denson. Here. Councilwoman McMahon. Here. Councilman Yarn. Here. Councilman Seivers. Here. Councilwoman ZM up here. Neighbor's room. Here, let the record reflect all seven members of Woodstock City Council have reconvened in the move of our meeting from our normal council chambers at City Hall to the Woodstock Opera House for the duration of this evening's meeting. We at the time we had left. We had just started working down our agenda. I'm gonna go ahead and restart that process. The first item on the agenda this evening is floor discussion, and under floor discussion, it is a presentation for Murphy Development Group, White and Company on the diecast site plan and architectural update. This item is on the agenda this evening to provide a presentation uh overview and update of the items that are here for action this evening on items D1 and D2 for the Murphy proposed Murphy Development Group, White and Company Guidecast Development. So for the purposes of this presentation, I am going to uh turn it over to staff over to Jessica Erickson, uh, who is going to go ahead and reintroduce the purpose, if you will, of the of the presentation, uh, the content and preview the content, and then she will turn it over to the team uh from uh Murphy and White and Company. Thank you, Mary Turner. Just briefly, uh the presentation uh this evening is intended to provide an update, as you said, in terms of the site plan and architectural direction. The recall you asked, um, they last presented to you in May, and there have been some changes and some evolution of the site plan. Uh so this is intended to provide some context for the choice that you'll be asked to make later today in terms of approving earlier this evening in terms of approving the redevelopment agreement. We are not asking you to specifically approve anything that's being presented to you. The site plan itself is within the redevelopment agreement, but the architectural design and direction is really just for informational purposes. We're not asking you to approve that this evening. Okay, great. Thank you, Jessica. While they're making their way to the podium, uh I'll highlight for council something that Jessica said, which is the um redevelopment agreement that we'll be considering later, you know, has its content and the the items that we're gonna see tonight are an overview of the of the proposal. Uh there's still process to go through as it relates to architectural specifics and designs and design items and all that, but we certainly are far down the road and and uh pleased to be at this point where we can sit and can't consider uh this proposed development on a site that has been empty for the most part for a very long time. So the floor is yours. Thank you. So we're straight here again, City Council. Um I gave Ariel with Murphy. Uh we're thrilled to finally have something. Yeah, if you would straighten that mic out and uh panel let's uh you can use your opponent. We're thrilled to finally have something to get approved tonight. So um you know the planning is process is iterative, and we when we started this process, our community was we're gonna do a feasible project that can be built. So while we're going through the design process, we're always checking the market financing construction and otherwise, and the plan is evolving. So we're just getting updated on the plan. Certainly, we're still gonna go, there's still a lot of work to do on the finishes and architectural look and feel. But this is what we're at right now with the plan with the new veterans really long time, and we're excited to be on the next step. So thank you. I'll turn over right who do the presentation. Well, there on the Cylon Fighting, it's nice to see you again. Go to the clouds here. Here we go. Okay. So as we discussed before on the project vision for this site, obviously, a high quality residential development, which they already talked about.
