The New Berlin Common Council met on November 18, 2025, at City Hall Council Chambers. The meeting was called to order at 6:34 PM by Mayor Ament and adjourned at 6:40 PM. All six alderpersons present (Alderperson Joseph Stribl excused) voted unanimously on all items. Consent Calendar The consent agenda, approved as a block (with one item removed), included the following actions: - Approved the October 28, 2025 Committee of the Whole Meeting Minutes. - Approved claims: Water Utility $149,033.99, Sewer Utility $13,403.25, General City (two items) $557,448.34 and $5,557.18, We Energies EFT $57,031.05, and City Utility Bills EFT $18,616.33. - Approved 2026 Garbage Hauler Licenses for John's Disposal, Inc. and Eagle Disposal, Inc. - Authorized the Joint Review Board to convene a meeting via electronic means in December. - Approved Resolution 2025-22 transferring funds from contingency to the Streets Department budget for fire engine repairs. - Approved Resolution 2025-25 transferring $260,000 from residual 2016 and 2023 CIP funds to the New Berlin Ball Field Rehabilitation account. - Approved a contract with VEIT & Company, Inc. Discussion Items - Approval of Minutes (Item 4A): The Council approved the October 28, 2025 Common Council Meeting Minutes (motion by La Fever, second by Kroupa, passed 6-0). - Plan Commission (Item 7A): The Council approved a rezone for property at 21040 W. Lincoln Avenue from B-2 & C-2 to M-1 & C-2, as recommended unanimously by the Planning Commission on November 3, 2025. A public hearing had been held on October 6, 2025 (motion by Hopkins, second by Kroupa, passed 6-0). - Utility Committee (Items 8A–8D): The Council approved four 2026 budgets as recommended by the Utility Committee on October 28, 2025: - Water Utility Operating Budget (motion by Harenda, second by Maxey, passed 6-0) - Water Utility CIP Budget (motion by Harenda, second by Maxey, passed 6-0) - Wastewater Utility Operating Budget (motion by Harenda, second by Horbinski, passed 6-0) - Wastewater Utility CIP Budget (motion by Harenda, second by Kroupa, passed 6-0) Key Outcomes - All motions were passed unanimously (6-0). - The consent agenda was approved with the removal of Item 15G (2026 CIP Budget).
